Parliamentarian

Job Description

The Club Parliamentarian Chair serves as an advisor to the Club President, Board of Directors, and membership on matters relating to club bylaws, club policies, meeting procedures, governance, and parliamentary process. The Parliamentarian helps ensure club meetings and Board meetings are conducted fairly, efficiently, and in accordance with the club’s governing documents and accepted parliamentary procedure.

This position also performs additional duties as assigned by the Club President or Board of Directors.

Primary Responsibilities

Parliamentary Procedure & Governance

  • Advise the Club President and Board on proper parliamentary procedure during club and Board meetings.
  • Help ensure meetings are conducted in an orderly, fair, and professional manner.
  • Assist with interpreting and applying club bylaws, policies, and procedures.
  • Provide guidance regarding motions, voting procedures, quorum requirements, and meeting protocols.
  • Help maintain consistency with accepted parliamentary standards and Rotary governance practices.

Bylaws & Policy Support

  • Review proposed bylaw amendments, policy changes, and governance updates as requested.
  • Assist leadership in ensuring club operations remain compliant with club bylaws, club policies, and Rotary International guidelines.
  • Provide recommendations regarding governance-related matters when needed.
  • Support the Board in maintaining accurate and current governing documents.

Meeting & Leadership Support

  • Attend Board meetings and club meetings as requested.
  • Serve as a resource to officers, directors, and committee chairs regarding procedural questions.
  • Assist in resolving procedural disputes or questions during meetings.
  • Support smooth transitions of leadership by helping incoming officers understand governance procedures.

Additional Duties

  • Perform additional duties and responsibilities as assigned by the Club President or Board of Directors.
  • Support special committees or governance-related projects when requested.

To support effective club governance by ensuring meetings, procedures, and decision-making processes of the Niles Rotary Club of Fremont are conducted professionally, fairly, and in accordance with established bylaws, club policies, and parliamentary procedures.
